VANCOUVER, B.C. — Filipino nurse Neil worked at ICU at the Abbotsford Regional Hospital and Cancer Centre in Abbotsford, an hour’s drive east of Vancouver. While he has been out for four months now, he is still facing a lot of issues, according to a close friend
