WASHINGTON, DC – Dr. Donna Bain Butler, an adjunct professor of Delaware State University, will lead an English Language Specialist project focused on training police officers in the Philippines from Jan. 9-23, the U.S. State Department announced.

The English Language Specialist Program is the “premier opportunity for leaders in the field of Teaching English to Speakers of Other Languages (TESOL) to enact meaningful and sustainable changes in the way that English is taught abroad,” the department explained in a press release.

Butler is part of a select group who work on projects developed by U.S. Embassies in more than 80 countries directly with local teacher trainers, educational leaders, and ministry of education officials to exchange knowledge, build capacity, and establish partnerships benefiting participants, institutions, and communities in the United States and overseas.

Butler will work with a team from the Directorate for Human Resource and Doctrine Development (DHRDD) at the Philippine National Police to identify exact language needs for police written correspondence.

After in-country needs’ assessment, she will design a basic course for Philippine police, with modules for each of the four types of written correspondence (emails, memos, technical writing, and report writing) depending on the needs assessment, and that course will be later implemented in that country.
